Man Executed in Mechanics’ Workshop (AFN Tijuana, 11/12/12)

PLAYAS DE ROSARITO, BC - A man, about 50, was executed this afternoon by several shots from a firearm, inside the Office of a mechanical workshop, in colonia Constitución. The director of municipal public security, Francisco Castro Trenti, said the crime was reported to the municipal authority approximately at 4:30 p.m. today.

The victim, he said, was lying on the floor of the office, and it is presumed that he was one of the mechanical workers, who received at least five hits in various parts of the body, mainly in the abdomen. The attack could have been related to a dispute, he added, since near lifeless body there were alcohol containers and different bullet shells.

More than 5,000 Soldiers Tested Positive for Drug Use (AFN Tijuana, 11/12/12)

Mexico, DF - In Mexico City there are two pending cases where more than five thousand soldiers gave positive tests for the use of drugs, although it is unknown what type of narcotics or the degree and actual number of staff involved.

According to data submitted to the La Silla Rota by the Secretariat of the National Defense (Sedena), between December 2001 and November 2006, during the Presidency of Vicente Fox, there were 3,154 cases of soldiers who gave positive test for drugs.

From December 2006 to July 2012, during the administration of President Felipe Calderón, the figure decreased to 1,943. However, after requesting Sedena information on the type of drugs they were positive, in what service and the degree of dependency was not unveiled.

In a request for information to national defense department on drugs most used and detected among military personnel to apply control tests on confidence and laboratory equipment, JIU replied that: "This Secretariat does not maintain a record of results for toxicological tests by drug types most detected, statistics are not aggregated by services, the total staff that turned out positive are counted only ".

In addition, sensitive issues surround the performance of military commands in the country, and the results reflect on the control and trust applied during the six years of President Felipe Calderón, starting with General Guillermo Galván Galván. This information is not known since Sedena denied such information under the argument they may not disseminate the results without the consent of the reporting staff.

The decision of Sedena occurs in response to access of information requests to find the results of trust controls comprised through evidence in polygraphs, toxicology, social and psychological environments. By law (Official Journal of the Federation, December 16, 2004) the controls are applied at least once a year to commanders in the most sensitive areas of the Secretariat.
