Border News: Surgery Death; Border Bottleneck; Art & Culture Education

TIJUANA BC (El Sol de Tijuana, Laura Sánchez Law, 6/2/11) - The Attorney General of Justice of the State (PGJE) has no record that any woman of American nationality died in the city because of poorly practiced surgery. This is a reason why solicitor Marta Imelda Almanza Topete asked family members to come to the public prosecutor's office. The leader of the PGJE in Tijuana was with the Procurator of Justice of the State, Rommel Moreno Manjarez who claimed that so far, they are trying to collect evidence to follow up on the matter however, he does not have any data in particular. "We are reviewing information, but the first thing to do is to identify the person and the data is very vague, referring only to “a clinic in Mexico”. But we don’t have the necessary relatives to step-up and provide the facts to assist an investigation in the case", said of Marta Imelda Almanza. The solicitor of Justice in the city said that the doctor performed plastic surgery on a woman from Chula Vista and she supposedly died in Tijuana. If so, the public prosecutor's office should have been informed immediately. "However, the only news we have is by means of poor communication. We are trying to verify the name or the deaths registered that day but we are not finding anything", she argued. “We will continue the investigation and appeal to the medical, hospital and family members to come to the Attorney General of Justice, reiterated Marta Imelda Almanza. Despite the "smear campaign" initiated by some media in United States, where they claim an American citizen died by medical negligence, the solicitor of justice reiterated that the image of the city would not be affected adversely. It is not an erratic act. We can not draw a generality of all physicians in the city", she concluded. For its part, the Justice of the State Procurator Rommel Moreno Manjarez reported that soon they would be getting more citizenship information, because this is an issue still in review.

TIJUANA BC (El Sol de Tijuana, Sonia García Ochoa, 6/3/11) - Insecurity is not inhibitor of investment in Tijuana, Alejandro Salinas Díez, President of Canacintra, said early today in Tijuana and added that for employers it is the Customs Office which has the worst infrastructure of the country's northern border. After widely explaining the activities and programs to the National Chamber of Transformation Industry, are to maintain strong companies and encourage the opening of others. He explained that you must work to sustain employment and be attractive to new investments. He recognized however, the Customs office requires improvements to their facilities. Currently there are delays in the movement of export goods. As well, a new guard post is still needed at Otay. "No progress has been seen in this regard, because the land where is intended to be build still has difficulties". He explained that while in other parts of the country criminal violence and public insecurity inhibit new investments, in Tijuana that situation doesn’t happen. With a decline in crime rates, it will gradually. We also need to report crime. “It’s important to have constant communication with government bodies and institutions of public security". Alejandro Salinas Diez said that he did not appreciate wastes of time and money at the border to move goods. The slowness is caused by inadequate customs facility compliance with a small staff and extensive revisions. He said that 540 chamber members have from 3,000 to 5,000 employees. They make efforts to keep their plant working and create new job alternatives, as well as being the best in production, quality and price. We want to remain competitive with the outside, such as China, which has manufactured articles of poor quality at high cost. He said that there is a close relationship with educational institutions, especially the Conalep Technical Career High School, as well as the Universidad Tecnológica de Tijuana. They seek to provide the learning "we need in this sector, to train and certify graduates. Many of them now leave with experience, while others are left at the work place".

TIJUANA BC (El Sol de Tijuana, Sonia García Ochoa, 6/3/11) - The teacher is an important part in the strengthening of values, momentum of talent and creativity of the students who are ready to develop abilities, skills and capacity in art and culture. The State education system supports the Art program presented by Cecut, Iris said César Sánchez Frehem, delegate of the SEE. At the meeting, he added the involvement of parents and teachers in basic art and culture education included conferences, and various round tables, as well as the ideas they expressed which are fundamental to enrich the Iris Art program. The State educational system (SEE) is commited to promote the Art Program Iris developed at the Tijuana Cultural Center, which promotes the integral development of children and adolescents through artistic education, said the delegate. The Rainbow program is an educational model with a curriculum map incorporating objectives, competencies and training camps established by comprehensive reform in basic education (RIEB). This includes several artistic disciplines: creative writing, choral singing, stage expression, painting appreciation and rock art in Baja California schools (from third year of primary school), performance (fourth grade onward), contemporary, folk dance, photography and drama (from fifth) and for students of secondary and high school, video and cultural journalism. "We must give children spaces and activities that develop their creativity and imagination; develop their abilities, skills and capacities in the arts, as part of their training," he said. The meeting of education art and culture was held June 1 and 2 at the Tijuana Cultural Center (Cecut) and attended by 200 primary school teachers who were noted for their school’s achievement in the national assessment of the scholastic achievement (link). The purpose is to provide students of primary and secondary with opportunities for artistic exploration. The themes were "Artistic education as a project of resilience; Strategy for social integration and as encouragement to children and young people with different abilities; and The teaching of art and promotion of culture as a policy for social cohesion and tool for the prevention of violence".
