40,000 join Popular Insurance in BC (El Sol de Tijuana, 2/8/13)

Tijuana, BC - A total of 40,298 people joined or reafiliated with Seguro Popular in January of this year in Baja California, said Mirna Rincon Vargas, Director General of the Regime of Social Protection in Health (Repss). She said that according to the statistics of the institution for 2013, there are 396,000 formal affiliations and reafiliations in Baja California.

Rincon Vargas pointed out that in the first month there were 38,784 inquires and 27,780 fingerprints completed for electronic medical files to join the Nominal System of Health (Sinos).

She said that on the instruction of the State Governor, Jose Guadalupe Osuna Millan, consultation brigades have been sent to further secure three years enrollments and re-enrollments in communities of the entity in order to bring the comprehensive services of the Seguro Popular, above all, to people with limited economic resources.

The Director General of the Repss urged holders that have expired insurance policies to obtain reenrollment for free at any of the affiliation and guidance modules (MAO) operating in Baja California or with the brigades visiting the colonies.

She also said that the population can also arrange for a policy via email and in that same way sign the policy when instructed. Mirna Rincon explained that those interested should send the following documentation by email to: [email protected] - scanned CURP (jpg format) of the owner and its members, indicating the family relationship to the head; official ID (format jpg) on both sides of who will be the owner of the policy, and a proof of address (jpg format) of not more than 90 days. And in the event that they wish to complete the re-enrollment process, they will have to send the same email with the scanned expired policy (jpg format).

The head of the Repss said that all citizens who come to complete the affiliation or re-enrollment process at modules of comprehensive services or with brigades, shall be assisted without cost in obtaining preventive health service inquiries and record their fingerprints to complete the electronic medical file.

Tijuana, BC - The Health Sector of Baja California warned that there is a risk for more than 3,000 girls in Tijuana who have not completed their routine series of vaccinations against the Human Papillomavirus (booster) have not acquired the necessary protection needed during their maturation process and against breast or cervical cancers.

Dr. Cinthya López, head of the Cancer Program in Women's Health Jurisdiction No. 2, said that "We gave vaccinations to all these girls six months ago, but some have not returned. They need to check the date of the first vaccination to complete the requirements."

"We are missing about 3,000 girls for their second booster dose. Many girls are without a complete vaccination schema. And if so, it would not have the desired effect, as a girl or adolescent with a complete schema is protected to 98% from a future infection of Human Papillomavirus (HPV), but with a single dose, they are only protected to 90%. This logically reduces their protection in the future," she said.

She explained that the Human Papillomavirus is a sexually transmitted infection and the most common. It is now known to be the unique factor for the development of cervical cancer with a primary method of prevention. It is a great opportunity offered by the Health Sector. Doctor López added, "It is an expensive vaccine that in private can reach 2,500 to 3,000 pesos ($195 to 240 US), depending on the place where it is obtained".

Tijuana, BC- Civil Protection authorities gave notifications to nearly 2,000 people living in high-risk areas spread over Delegation Sanchez Taboada said the head of the demarcation Héctor Cruz Aparicio. He explained the delegation is one of many colonies facing this problem such as Cañón Sainz, Cañón Centenario, Tres Octubre and Anexa Panamericano which are all natural water channels.

"Add the fact those people living here seem to be unaware." The home foundations have generated their own dangers - set at the foot of a hill or the edge of a rain wash. What makes people think they are able to extend the dimensions of a home over a 90 degree incline?" he said.

He said that the inhabitants of those areas say they have been living there for up to 10 years and have had no problems but this does not mean there is no risk, said the Sanchez's Taboada delegate.

He said all of those persons who were notified received information about what to do if a dangerous situation occurs and explanations regarding what Civil Protection will be unable to do so they understand the risks they run. In addition, he said, any construction carried out without obtaining permission from the municipality therefore did not have a proper inspection increasing the amount of housing constructed with block and concrete which only increased the weight and contributes to the risk of a landslide.

Héctor Cruz pointed out that many of these settlements began irregularly, but with the passage of time they have become normalized and are receiving public services. "It is clear to us that it is difficult for these people to understand because they care for their homes and in the last few years an emergency situation has not occurred. Tijuana, BC - Residents of Fraccionamiento El Lago are complaining they are being disturbed by heavy truck traffic from the Grupo Muzquiz Company and they have not received any attention to their claims. "We are helpless by this favoritism, abuse of authority and complicity of officials of the XX Town Hall", say the complainants in a targeted tirade to Mayor Carlos Bustamante.

The residents of Avenidas Paseo del Lago and Grandes Lagos say they are exposed to the annoyance of constant and high-speed heavy trucks that circulate in their neighborhood without any protection measures for the health or safety of the residents. They claim this problem has existed since February, 2012 and claim that there is complicity between the company and city officials as they have sent letters to the city government on three occasions without obtaining a solution.

Among the officials who claim they have seen about this are Architect Mirtha Yolanda Valenzuela Zamora, Director of Urban Management, and Edgar Fernández Bustamante, the delegate of Delegation Cerro Colorado to which they belong.

The most recent letter, they added, was addressed to Mayor Carlos Bustamante and Antonio Cano, the General Coordinator of the Cabinet who received it and told them their street would be resurfaced but it has not determined when.

"Mr. Carlos Bustamante, These neighbors are truly desperate; they are organizing to close the street for trucks and prevent access to those trucks", indicated the end of the text sent by the Settlers Committee of El Lago.
