Tijuana, BC - State authorities ask for support of citizens to locate Sergio David Anselmo Vazquez, missing since October 22.

The report of the Office of the Attorney-General of the State PGJE indicates the 41-year-old man has slight mental retardation, according to his family.

Sergio David is originally from Durango and has a fair complexion, height 1.70 m, weight 75 kg, green eyes, shaved hair, a wide nose, medium mouth and lips, a medium front, heavy eyebrows, and an oval chin.

Also of special note, he has a tattoo on his chest that says '”Gomez Palacio”.

Tijuana, BC - Complications occurring with the replacement of street lighting in the city is one of the points which the municipal administration has failed during its second year, said Alderman Mariano San Román.

"The idea was good, but here we are dependent on one company, a company that has been failing”, said the Chairman of the Committee on the Environment Councilman.

The contract was tendered to purchase 63,400 lamps to replace the city's public lighting and was won by the Sola Basic Company amounting to 130 million pesos ($10 million US), starting in December 2011. In September of this year the company together with Mayor Carlos Bustamante and the Secretariat of Urban Development announced that 3,800 fixtures failed out of the 48,000 installed fixtures, as well as those repaired by them in the month, and for this reason would stop the replacement program.

They attributed the failures to three factors: 51% to improper connections beforehand, 31% to variations in voltage and 18% to problems within the lamps which are of German origin. These problems have not been resolved and now the company is leaving old lamps in an area of zona Río without protective measures despite they are known to have dangerous components.

Urban development should be responsible for these teams because the contract establishes it.
