Detention of Child and Adolescent Migrants Publicized (La Voz de la Frontera, 11/13/12 by Cesar Solis)

Tapachula, Chiapas - The International Coalition Against the Detention of Children and Adolescent Migrants, with headquarters in Australia, presented a campaign at the border south of Mexico called "Alto a la detención de niños migrantes” (High on the detention of migrant children), due to the constant cases of violation of human rights at this foreign population sector.

In an interview, the representative of the international organization, Gisele Bonnici, pointed out that this campaign aims to end the large number of arrests and return of children and adolescents, as it is in this town where you can see the negative effects of an immigration policy that does not guarantee, respect or protect the human rights of this vulnerable sector.

"We intend to publicize the situation of migrant children who are in detention, how it affects them to be locked up, by involving society through signing of a petition that requests the government find alternatives to the detention of children who especially come from Central America," she said. She said that it seeks to eradicate this practice and propose alternatives that improve the treatment of children so that their rights are respected propose more effective alternative mechanisms consistent with respect and guarantee the rights of the child.

In this context, she showed that in 2011, in Mexico, 4,172 children under 18 were stopped migratory centers and so far in 2012, 4,745 children have been arrested of whom 4,494 were returned. In both years 7 of every 10 Central American children who were arrested and returned by Mexican authorities traveled alone.

He added that this campaign was presented for the first time in Mexico City on November 7 and for the second time on this occasion it takes place in Tapachula, Chiapas, the gateway of the migratory phenomenon, so we make a call of the support for Mexican society that Governments put an end to detention for immigration reasons in order to be able to eradicate this harmful practice.

Mexico City - From January through August of this year there were 12,049 acts of repatriation of Mexican migrant minors from the United States, which represents an increase of 7.9%, compared with the same period in the previous year. The vast majority of 78% traveled without the company of an adult.

The National Commission on Human Rights considers it necessary to strengthen government actions that ensure the security and protection of migrants because it referred to 1,148 visits made to migrant holding centers from January to October of this year serving 31,117 people. From the visits, 301 complaint records were received. In that period 95 training workshops for more than 3,200 persons were carried out, among public servants and representatives of civil society. In these visits they conducted 5,843 interviews. The authorities of migrant holding centers were in favor of providing food, medical care, items of personal hygiene, information on their legal status and access to telephone communications.

Also documented are 381 visits to places where a high concentration of migrants such as airports, bus terminals and railway stations, border crossings and checkpoints, in order to collect testimonies and where appropriate, start respective complaint records. These visits provided attention to 5,197 people and 37 efforts were conducted with various authorities.

The Commission expressed the need to strengthen government actions that ensure the safety and protection of children and migrant children, since they are often exposed to suffer assaults, physical or sexual abuse and even loss of life in these paths.
