TIJUANA (Frontera) -The head of a man was found inside a bag in the colonia Lomas Verdes, Los Pinos sub-delegation. It had had a “narcomensaje” - criminal message, not specified by the authorities. Rommel Moreno Manjarrez, Procurator of Justice of the State, reported preliminary investigations indicated that he was a man, while experts would determine the identity of the victim. The macabre discovery was reported Wednesday at 4 p.m. Apparently a merchant called and stated there was a head inside a backpack. There was also found a narcomensaje, however the authorities didn't say more in this respect.

BAJA (Frontera) - The regions with the largest number assisting and rescue of migrants are in the Mexico States of Tamaulipas, Baja California and Sonora with more than 6,000 cases in each State. In Mexico, during the first two months of this year, nearly 1,000 migrants were rescued from risky situations during a journey to the United States, another 35,000 required assistance - from food and shelter to medical support. As well, 58 registered cases of people being injured or maimed. The National Institute of Migration (INM) reported in a Center for Migration Study in January-February 2011.

The document does not state in how many of cases the migrants were victims of a crime or targeted by criminal groups. On April 8, the UN concluded that the number of undocumented Mexico victims of abduction is alarming. Extortion, torture, disappearances and killings by organized crime; as well as the existence of reports that the authorities, in three levels of government, participate in or allow this to continue is worrisome. On Monday, the National Commission of Human Rights (NCHR) reported that 71 municipalities in 16 States across the country have high-risk areas where migrants are victims of crime and where they suffer abduction, abuse, extortion, robbery and sexual assaults.

The Beta groups were created in 1990 to protect migrants, regardless of their nationality or immigration status; to rescue, provide social and humanitarian assistance, as well as other tasks. According to the Institute report in the first two months of 2011, the BETA data counted 43,043 migrants’ assistance cases. Tamaulipas, Baja California and Sonora each had more than 6 thousand cases.

In January and February Beta rescued 988 migrants risking such dangers as crossing deserts or being transported in cramped conditions, and other dangerous situations. 58 persons presented with some an injury requiring attention - although it was not specified what kind. They include mutilations; the product of accidents on the train tracks from the southern border to the North.

Members of the Beta Group tracked down 21 missing-persons. The Beta had 457 joint actions with various units, which included medical or social assistance or a search for missing persons, but does not provide details on the total number of reported disappearances. It said social assistance was provided to 35,915 migrants during January and February, “including food, shelter, and medical care. Rescue transfers to hospitals for medical care have increased, as well as advice”, and there is a breakdown on the type of help provided.
