Encanto Businesses: "What New Apartment Building?!?"

An informal survey of businesses and the Boys & Girls Club along Imperial Avenue east of the Black Contractors Association building to Lemon Grove reveals that pretty much none of them are aware of plans to zone them out of existence.

The plan, known as Southeastern Economic Development Corporation (SEDC) "Fourth Implementation Plan for the Central Imperial Redevelopment Plan" was adopted in July 2009 but is a continuation of policies set during the SEDC presidency of Carolyn Smith. In the plan, the small businesses and the Boys & Girls Club are set to be replaced with high-density apartments.

SEDC is now in the process of creating a PAC (Project Area Committee) for what it calls the Southeastern Project Area. According to SEDC "PAC represents residents and business owners from each are and makes recommendations to SEDC and RDA."

SEDC's PAC membership formal elections are set for early 2010. A visit to SEDC's website reveals no list of candidates for PAC membership, and it is unclear if California open meeting laws are applicable to the organization making recommendations to the City of San Diego Redevelopment Authority AKA city council.
