An even bigger problem is that the US is not the only game in town. If you are super bright then much more attractive opportunities exist OUTSIDE of the US. We no longer get the "best and brightest" on H1Bs but the rejects that could not find a job in their own country. Why should any Indian come to the US living 12+ in a 1BR apartment working 168 hours a week for under $800 ??
