Many believe that AB109, California's answer the federal mandate to reduce prison overcrowding, is affecting public safety. > Eleven men, once pegged as lower-level criminal offenders, have been charged with committing violent crimes in San Diego County since a new law shifted responsibility for supervising them from state to local authorities. (San Diego Tribune, Jan. 19, 2013, Shifting inmates to local control not a perfect fix by Dana Littlefield) AB109 was intended to encourage alternatives to incarceration, not merely the shifting of responsibility for housing and supervising certain criminals from the state to counties. While the funding provided by Proposition 30 is not anywhere near enough, a good chunk of it should be spent on providing more effective drug, alcohol and mental health treatment, job training, incentives to employers to hire rehabilitated offenders and halfway houses, NOT MORE JAILS. Now is the time to start thinking outside the box to find better community based alternatives to incarceration. Without quality, sensible programs to assist those released (like the two ladies in this story) to transition and integrate back into society, we will most certainly set them up for continued failure and ourselves to suffer through an escalating cycle of crime.— April 16, 2013 8:39 p.m.

Pharmaceutical firm pays to settle kickback charges
As you indicated, Don, tickets to sporting events, concerts and expensive dinners are not the only "kickbacks". Health care providers can score big dollars when they participate in pharmaceutical company promotions that "market the spread." These programs tune in providers to the hefty margin between the cost of some off-label drugs and the of amount Medicare reimburses physicians for the drugs. Some drug companies then sweeten the pot by offering high volume discounts. The result is escalating dosage levels for high priced drugs to the benefit of the drug companies and physician/providers and to the detriment of the Medicare program and patient safety. It is depressing to read through the list pharmaceutical companies successfully prosecuted under the False Claims Act this year alone. Without whistleblowers and qui tam action, many would have gone unprosecuted.— December 30, 2012 6:53 p.m.

At least an elected official is still interested enough to attempt putting a kink in BBG's money train. Sad that the CA and TX lawsuits failed and this circuitious route will have to suffice.....for now. Don't the companies that house the pay phones (airports, restaurants, public bldgs, etc) have a choice of service provider and don't they receive a hefty percentage of the charges per contract? If so, perhaps they, especially the airports, could be encouraged to change to other communications providers? And what about the credit card companies...can't this scam be addressed through their fraud departments?— December 27, 2012 12:39 a.m.
